Overview of the World Education Quality Services Council

The World Education Quality Services Council (WEQSC) is an international statutory educational body constituted under the laws of the Swiss Confederation, with its registered seat in Bern, Switzerland. WEQSC operates as the governing authority for the WISE International Secondary Examination (WISE) — a globally recognised secondary qualification framework aligned with the European Qualifications Framework (EQF) and the Bologna standards for the European Higher Education Area (EHEA).

WEQSC is established as a not-for-profit institution. Its revenues, derived from accreditation fees, examination fees, and grants, are applied solely to the fulfilment of its mandate and to the operation of the student support programmes described in the Financial Framework. No surplus is distributed to any private person.

Mandate

The mandate of WEQSC, as established in its constitutive instruments, is the harmonisation of secondary education standards and the international recognition of secondary education credentials. This mandate finds expression in six standing functions:

  • Standards-Setting — The establishment and maintenance of curriculum frameworks, learning outcomes, and assessment standards aligned to the UNESCO ISCED taxonomy;
  • Accreditation — The evaluation, approval, monitoring, renewal, suspension, and termination of school accreditation under the WEQSC framework;
  • Credentialing — The issuance, registration, and maintenance of the permanent verification infrastructure for all WISE credentials;
  • Verification — The operation of a permanent, public credential verification infrastructure, enabling any university, employer, or regulator to confirm the authenticity of a WISE credential without recourse to the issuing school;
  • Quality Assurance — The conduct of annual financial and digital compliance audits of all accredited schools, and the publication of anonymised statistics on system-wide compliance;
  • Student Support — The administration of scholarship, incentive, girl-child, and elite-tier support programmes to advance educational equity and to reward exceptional achievement.

WEQSC presently operates across the following dimensions:

The Problem We Exist to Solve

The rationale for WEQSC's existence is the fragmentation of secondary education credentials across jurisdictions. This fragmentation produces four concrete harms:

  • Student Mobility Loss — A student who completes secondary education in one jurisdiction frequently cannot have that completion recognised by a university in another jurisdiction without loss of time, additional examinations, or rejection outright;
  • Verification Failure — Employers and universities receiving credentials from unfamiliar jurisdictions lack any efficient means of verifying authenticity;
  • Quality Opacity — Even within a single jurisdiction, the absence of an independent audit function means that parents and students have no reliable basis for distinguishing a school of genuine quality from one that is not;
  • Equity Distortion — The burden of credential fragmentation falls disproportionately on students from jurisdictions with limited international recognition, and within those jurisdictions, on students without the means to purchase supplementary qualifications.

The WEQSC Response

WEQSC addresses fragmentation through the establishment of a single, uniform, audit-backed credential system — WISE — delivered through a network of accredited institutions bound by common standards and subject to independent audit.

The WISE credential possesses three properties that respond directly to the four harms identified above:

  • It is uniform in meaning across jurisdictions;
  • It is verifiable instantly and permanently by any third party;
  • It is portable beyond the life of the issuing school.

Conclusion

WEQSC exists to ensure that the achievement of a student is not determined by the accident of geography. Through the WISE system, the Council provides the standards, the credential infrastructure, and the student support ecosystem that together produce a qualification of equal meaning everywhere, to everyone, indefinitely.
