Purpose of This Instrument

This document constitutes the authoritative affiliation framework of WEQSC International. It sets out the conditions, obligations, standards, and entitlements governing every school affiliated to WEQSC, and every student examined under the WISE credential system.

The Framework is issued under the authority of the WEQSC Affiliation Committee and is binding on all affiliated institutions. It supersedes all prior circulars, notices, and interim guidance on matters within its scope. Where any prior document conflicts with this Framework, this Framework prevails.

Relationship to wise.weqsc.org

This Framework is the authoritative static reference. The operational portal at wise.weqsc.org hosts the living, transactional systems: the Institution Management Portal, credential verification, scholarship applications, examination scheduling, and current fee invoicing. Where this Framework states a policy, the policy governs. Where this Framework refers to a form, template, or live status, the portal is the operative source.

WEQSC Affiliation Framework Executive Summary

Front Matter Executive Summary

WEQSC International exists to solve a specific, measurable problem: the fragmentation of secondary education credentials across borders. This Framework is the instrument through which that problem is solved.

The Problem

A student who completes secondary education in one jurisdiction frequently cannot have that achievement recognised in another. University admissions offices lack a reliable basis for comparing qualifications. Employers cannot verify authenticity. Regulators cannot benchmark quality. The result is that capable students are held back by the accident of where they studied, and that institutions of genuine quality are indistinguishable from those that are not.

The WEQSC Response

WEQSC establishes a uniform, verifiable, internationally portable credential system — the WISE system — delivered through a network of affiliated schools bound by common standards and subject to independent audit. Any student examined under WISE receives a credential that is instantly verifiable by any university or employer, anywhere, permanently.

Student Support at a Glance

Accountability

Affiliation is not a one-time event. It is a continuing relationship subject to annual audit — financial and digital — with defined remediation ladders and, where necessary, suspension and termination. Student credentials issued under WISE remain valid permanently, irrespective of the later status of the issuing school. This is a deliberate design choice: the student's achievement is not the school's to lose.

The Core Commitment WEQSC provides the standards, the credential infrastructure, and the student support ecosystem. The school provides the teaching, the records, and the integrity of the examination. Together they produce a credential that means the same thing everywhere, to everyone, indefinitely.
