Part I — Foundations Chapter 4 — ISCED Framework Alignment

Chapter 4 ISCED Framework Alignment

The International Standard Classification of Education is the taxonomic foundation on which the WISE curriculum, assessment, and credential architecture rests. This chapter sets out what ISCED is, how WEQSC operates within it, and how a School maps its own programme to the ISCED levels in which it seeks affiliation.

4.1 What ISCED Is

4.1.1 The International Standard Classification of Education (ISCED) is the taxonomy maintained by the United Nations Educational, Scientific and Cultural Organization (UNESCO) for the classification of education programmes and levels. It was first adopted in 1976 and most recently revised in 2011.
4.1.2 ISCED provides a common vocabulary by which education programmes in different jurisdictions may be described, compared, and mutually recognised. Its purpose is to enable the reliable comparison of qualifications across borders.
4.1.3 The full ISCED 2011 classification comprises nine levels, from ISCED 0 (early childhood education) through ISCED 8 (doctoral). WEQSC operates at ISCED Levels 2 and 3 only.
4.1.4 WEQSC's alignment with ISCED is not nominal. It is operational: every learning outcome in the WISE Curriculum Framework is mapped to an ISCED level and to the ISCED level-specific competency framework; every credential issued states the ISCED level attained.

4.2 Levels Covered by WEQSC

4.2.1 ISCED Level 2 — Lower Secondary Education. Within the WEQSC framework, ISCED Level 2 corresponds to Classes 9 and 10. It constitutes the lower phase of secondary education, at which students consolidate foundational competencies across a broad range of subjects, prior to any specialisation into distinct academic or vocational pathways.
4.2.2 ISCED Level 3 — Upper Secondary Education. Within the WEQSC framework, ISCED Level 3 corresponds to Classes 11 and 12. It constitutes the upper phase of secondary education, at which students specialise into one of the recognised streams — Science, Humanities, or Commerce — and complete the qualifications required for tertiary admission or labour-market entry.
4.2.3 A School may be affiliated at ISCED Level 2 only, or at both ISCED Level 2 and ISCED Level 3. Affiliation at ISCED Level 3 requires compliance with the Laboratory Requirement set out in Chapter 9.
4.2.4 Classes KG through 8 (or their jurisdictional equivalents) are preparatory to ISCED Level 2 and are within the WEQSC framework only for the limited purposes of the scholarship programme in Chapter 15. Students in those classes are not WISE candidates and do not sit WISE examinations, but they may sit the annual Scholarship Examination.

4.3 Mapping a School's Programme to ISCED

4.3.1 A School applying for affiliation must provide a Programme Mapping statement, in the form set out in Appendix A, setting out how each of its classes corresponds to an ISCED level within the WEQSC framework.
4.3.2 The standard mapping within the WEQSC framework is as follows.
School Class Typical Age Range ISCED Level WISE Programme Examination Year
KG – Class 84–14Pre-ISCED 2 (preparatory)Scholarship eligibility only—
Class 914–15ISCED Level 2WISE Lower SecondaryNo
Class 1015–16ISCED Level 2WISE Lower SecondaryYes
Class 1116–17ISCED Level 3WISE Upper Secondary — StreamNo
Class 1217–18ISCED Level 3WISE Upper Secondary — StreamYes
4.3.3 A School whose class structure does not correspond to this standard mapping — for example, a School operating a continuous-progress model, or one whose classes are numbered differently — must propose an equivalent mapping in its application for approval by the Affiliation Committee. Approval of a non-standard mapping is at the Committee's discretion and will be granted only where the substance of the ISCED level classification is preserved.
4.3.4 Once approved, the mapping is fixed for the Affiliation Cycle. A School that changes its class structure during the cycle must notify WEQSC within thirty days and apply for a revised mapping.

4.4 Streams at ISCED Level 3

4.4.1 At ISCED Level 3, the WISE programme recognises three streams. A School must offer at least one of the streams, and may offer more than one.
4.4.2 The Science Stream comprises Physics, Chemistry, Biology (or Mathematics in lieu of Biology at the School's election, subject to WEQSC approval), English, and one elective.
4.4.3 The Humanities Stream comprises History, Geography, Economics, English, and one elective drawn from the approved Humanities elective list.
4.4.4 The Commerce Stream comprises Economics, Business Studies, Accountancy, English, and Mathematics or an approved alternative.
4.4.5 The elective offerings within each stream are specified in the WISE Curriculum Framework. A School may propose additional electives for approval; approval is granted where the elective meets the ISCED Level 3 learning outcome standard and can be assessed against a WEQSC marking scheme.

4.5 Learning Outcomes and Assessment Alignment

4.5.1 Each learning outcome in the WISE Curriculum Framework is expressed as a demonstrable competency and is mapped to both an ISCED level and an ISCED competency category — knowledge, skills, or attitudes and values.
4.5.2 Each learning outcome is associated with at least one assessment instrument within the WISE examination or Internal Assessment. There is no learning outcome that is not assessed, and no assessment that does not test a stated outcome.
4.5.3 Assessment at ISCED Level 2 emphasises breadth: candidates are assessed across the full range of compulsory subjects, with no specialisation.
4.5.4 Assessment at ISCED Level 3 emphasises depth within a chosen stream. Candidates are assessed in the subjects of their stream at a level of difficulty calibrated to the ISCED Level 3 competency framework.

4.6 Curriculum Alignment Obligations

4.6.1 An Affiliated School must deliver the WISE Curriculum Framework in full for each ISCED level at which it is affiliated.
4.6.2 A School may adapt up to fifteen per cent of the curriculum content to reflect local historical, geographic, cultural, or linguistic context. Adaptations must be documented and submitted to WEQSC for approval before implementation. The learning outcomes and assessment standards are not subject to adaptation.
4.6.3 Core subjects must be taught using textbooks and reference materials from the WEQSC Approved List, published at wise.weqsc.org/textbooks. Supplementary materials from other sources may be used but do not replace the approved core.
4.6.4 A School must maintain records demonstrating delivery of the curriculum — lesson plans, teaching logs, and the record of Internal Assessment — for inspection at audit under Chapter 28.

4.7 Periodic Review of ISCED Alignment

4.7.1 WEQSC reviews its ISCED alignment whenever UNESCO revises ISCED, and in any event not less than once every five years.
4.7.2 Where a revision requires consequential amendment of the WISE Curriculum Framework, WEQSC will issue the amendment under the amendment procedure in the Document Control section, with a transition period of not less than one Academic Session before the amendment takes effect in examinations.
4.7.3 Credentials already issued are not affected by any revision of ISCED alignment. The ISCED level stated on a credential at the date of issue remains the level for all purposes.
