Part I — Foundations Chapter 2 — The WISE Credential System

Chapter 2 The WISE Credential System

WISE — Weqsc International Secondary Education — is the credential and examination system through which WEQSC's mandate is delivered. This chapter describes its components, its credential architecture, its assessment philosophy, and the infrastructure that makes every WISE Credential instantly and permanently verifiable.

2.1 What WISE Is

2.1.1 WISE is the operational expression of the WEQSC mandate. It comprises four components: a curriculum framework aligned to ISCED; a standardised examination system; a credential issuance and verification infrastructure; and a set of student support programmes attached to student achievement under the system.
2.1.2 A student enrolled in a WISE programme at an Affiliated School is a WISE candidate. Upon successful completion of the required assessments, the candidate receives a WISE Credential, being a certificate, marksheet, and digital record evidencing the outcome.
2.1.3 The WISE Credential is the property of the student to whom it is issued. It may not be revoked, cancelled, or altered by the School or by WEQSC except in the case of proven fraud in the examination process, as provided under Chapter 35.

2.2 The Curriculum Framework

2.2.1 The WISE Curriculum Framework sets out, for each ISCED level and each subject, the learning outcomes that a candidate is expected to demonstrate by the end of the level. The Framework is published in full at wise.weqsc.org/curriculum.
2.2.2 Learning outcomes are expressed as demonstrable competencies rather than as topic coverage, so that they may be assessed reliably and consistently across jurisdictions and languages.
2.2.3 The Framework specifies compulsory and elective components. Compulsory components are uniform across all Affiliated Schools. Elective components may be selected from a WEQSC-approved list and may include jurisdiction-specific content approved under Chapter 10.
2.2.4 A School must deliver the WISE Curriculum Framework in full for the ISCED levels for which it is affiliated. Partial delivery, selective coverage, or substitution of external curriculum for WISE curriculum constitutes a Breach.

2.3 The Examination System

2.3.1 WISE examinations are conducted in Class 10 and Class 12. They are set, calibrated, and moderated by WEQSC, delivered at Affiliated Schools, and scored against WEQSC's standardised marking schemes.
2.3.2 The final grade in each subject is composed of two components: Internal Assessment, contributing forty per cent of the total mark; and the WISE Examination, contributing sixty per cent.
2.3.3 Internal Assessment comprises school-conducted tests, projects, practical work, and structured participation, each assessed against WEQSC rubrics published in the subject syllabus. Internal Assessment marks are submitted to WEQSC through the Institution Management Portal within seven days of the completion of the relevant assessment.
2.3.4 WISE Examination comprises a centrally-set examination delivered on a date designated by WEQSC. Question papers are released to the School under seal and must be opened in the examination hall in the presence of candidates and the invigilator.
2.3.5 Examination scripts are collected under secure conditions and returned to WEQSC for central marking and moderation. Marks are released to the School and to the candidate through the Portal upon completion of moderation.
2.3.6 The examination calendar, syllabus for each subject, sample papers, and marking schemes are published at wise.weqsc.org/examinations not less than ninety days before the examination date.

2.4 The Credential Architecture

2.4.1 Every WISE Credential comprises four elements: a printed certificate; a detailed marksheet; a digital record held in the WISE credential register; and a verification reference enabling third-party confirmation of authenticity.
2.4.2 The certificate bears the candidate's name, the examination year, the ISCED level attained, the overall grade, the issuing School's name and affiliation reference, the WEQSC seal, and a QR code linking to the verification service.
2.4.3 The marksheet records the candidate's result in each subject, distinguishing Internal Assessment from WISE Examination marks, stating the final subject grade, and stating the grade point average across subjects.
2.4.4 The digital record is the authoritative version of the credential. It is held in the WISE register, encrypted, and retained indefinitely. In the event of any discrepancy between the printed certificate and the digital record, the digital record prevails.
2.4.5 The verification reference is a unique alphanumeric code and QR code associated with each credential, enabling third parties to confirm authenticity without authentication and without revealing information beyond that which the credential itself discloses.

2.5 The Verification Infrastructure

2.5.1 The public verification service is operated at wise.weqsc.org/verify. It is accessible without registration, without charge, and without any requirement that the enquirer identify themselves.
2.5.2 A verification enquiry may be made by scanning the QR code on the certificate, or by manual entry of the credential reference. The service returns one of four statuses: Genuine; Cancelled; Under Review; or Not Found.
2.5.3 A Genuine status confirms that the credential was issued by WEQSC and has not been cancelled. It does not, and does not purport to, express any opinion on the merits of the candidate's achievement.
2.5.4 A Cancelled status indicates that the credential has been withdrawn following a proven Examination Irregularity under Chapter 35. A Under Review status indicates that an enquiry into the credential is ongoing; the credential should not be relied upon until the status is resolved.
2.5.5 The verification service remains available indefinitely, and independently of the status of the issuing School. A WISE Credential remains verifiable notwithstanding the suspension, termination, or closure of the School that issued it.

2.6 Recognition

2.6.1 WISE Credentials are recognised for admission purposes by universities and other tertiary institutions in jurisdictions listed at wise.weqsc.org/recognition. The list is maintained current and is updated on any change of recognition status.
2.6.2 WEQSC pursues recognition agreements with national qualification authorities, university consortia, and professional bodies. Recognition already secured is published; recognition in negotiation is not, so as to avoid giving rise to expectations that may not be realised.
2.6.3 WEQSC does not represent that a WISE Credential guarantees admission to any particular institution. It represents that the credential is a genuine record of the candidate's assessed achievement against the WISE standards, and that its authenticity may be verified by any party to whom it is presented.

2.7 Lifelong Validity

2.7.1 A WISE Credential, once issued and not cancelled for proven fraud, remains valid for the lifetime of the holder.
2.7.2 The validity of a WISE Credential is not affected by the subsequent status of the issuing School. Where a School is suspended, terminated, closed, or dissolved, credentials previously issued by it remain valid and verifiable.
2.7.3 A holder may request a replacement printed certificate at any time. The replacement is issued by WEQSC and bears the same verification reference as the original. Requests are made through wise.weqsc.org/credentials.
Design Principle The achievement of a student is not the property of the School. It is not forfeit if the School later fails, closes, or is de-affiliated. Every feature of the WISE credential architecture — the digital record, the central register, the permanent verification service — exists to ensure that the student's achievement survives the fate of the institution that facilitated it.
